After the video circulated widely, the congressman later posted a public apology on his social media channels, noting that his conduct fell short of what is expected from an elected official and expressing regret. He added that he had personally spoken with the security guard involved—identified as Hugo Xol—and with the building’s management, who, he said, accepted his apology.
Although he offered those remarks, the media’s response was intense, prompting many citizens and political commentators to scrutinize the lawmaker’s behavior and the seemingly insufficient official repercussions aside from an apology, as any physical altercation, even a minor one, raises doubts about a public official’s capacity to remain composed under pressure.
What sanctions should be imposed?
Although Pérez has expressed remorse, the episode opens up a wider debate regarding how the law holds public officials accountable.
- Formal investigation: Because the incident entailed a physical attack on a security guard, it could justify launching a criminal probe into assault or potential excessive force.
- Administrative sanctions: Congress may decide—whether prompted by a complaint or acting on its own—to conduct an internal review to assess whether the congressman breached parliamentary conduct rules.
- Compensation for damages: In addition to issuing a public apology, the possibility of requiring formal compensation for any injuries or harm suffered by the security guard could also be evaluated.
